yes, and it's very annoying!  i can prove who i am:

- trivially to get enrolled to vote
- with enough ID to get 2-and-a-bit bank accounts
- not sufficiently for some of the local video shops

Osama bin Laden would find it easier to join the closest video shop than
i did!

so a photo ID "Australia Card" would set a standard that we could insist
was sufficient ID for all legal purposes, and would actually limit some
abuses.
