Sigh.
I and some colleagues did a lot of consultancy on navigation for
government entry-points back in the mid-to-late 1990s.
It's just stunning how much of what we explained and designed has
been lost in translation.
The one I usually offer as an unbelievably badly conceived site is:

Choose something of about the same vagueness as the Vic RIDF example,
and see how you go with that one ...
