Thanks to linkers for sending advice.  I found out why it was failing to 
load properly.  It had to do with a combination of firewall, a password 
protected webpage, and at the end a .doc that had error correction turned 
on which OO didn't like at all.

The suggestion to reassign the .doc extension to Word was something I had 
tried, but doesn't seem to affect the browser download behaviour.   One 
linker suggested uninstalling version 1.1.0 of OO and upgrading to 1.1.2, 
which I think I will try.
