Andrew Robb built the Libs' database in the first instance, over a
period of several years. It had reached several million contituent names
by 1999, when he moved to Axciom Australia (in which capacity I
interviewed him, hence this datum!).

With the database already built, it would be then moderately
straightforward to add e-mails as appropriate. About $100 to $1000 per
thousand individuals (depending on database quality and depth of
demographic - for name, address and e-mail I guess lower rather than
higher). This is the range of prices publishers will quote for direct
mail campaigns to the subscriber database.
