The new guidelines and a media release about them are now available:

The guidelines are available in PDF, RTF and zipped RTF, but not yet in 
HTML format.

If you want to see exactly what has changed in the guidelines, you can load 
the new version into a word processor and have it compare the text with the 
old version (I used the "Compare Documents" function of OpenOffice.Org to 
do this). It showed the extensive new text as well as some minor 
grammatical corrections (such as "that" changed to "which").

ps: The RTF version of the guidelines is about ten times the size it 
should, be due to excessively high resolution graphics used. The useful 
content of the document takes up only 3% of the space with the other 97% 
being the logo on the cover, photos of the ministers and other decorative 
images.
