There's a Hansard report at http://www.aph.gov.au/hansard/senate/commttee/S6356.pdf which has the Legal Counsel & Company Secretary, Chief Operating Officer, and Commercial Manager of Neighbourhood Cable as witnesses, together with the CEO of Bendigo Community Telco. Perhaps that would be useful?

They were making a lot of noise about 3-4 years back about doing a
rollout in Albury. It seems to have died. I guess they realised that
in the newer residential development areas around Albury, which I guess
would represent their major market, all of the services are underground.

Ausstar are struggling to make any impact so I guess cable would have no
chance.
