There's a Hansard report at http://www.aph.gov.au/hansard/senate/commttee/S6356.pdf which has the Legal Counsel & Company Secretary, Chief Operating Officer, and Commercial Manager of Neighbourhood Cable as witnesses, together with the CEO of Bendigo Community Telco. Perhaps that would be useful?

Neighbourhood Cable's in Mildura, Ballarat and Geelong (from its
Website) so I guess it's given up on Albury for the moment. It's also
involved in a PON trial with COLT, I think? I'd consider NC to be a bit
bigger than the typical Community Telco profile.
Even so it's spending somewhat more than it makes, according to the most
recent ASX annual report.
