Given the need evident from the tsunami, I thought this may be of interest 
to Linkers.

According to the Department of Foreign Affairs and Trade web site: "DFAT is 
working with Geoscience Australia on an initiative to establish a tsunami 
early warning system for the Indian Ocean region. This will be done in 
cooperation with regional countries." <http://www.dfat.gov.au/tsunami.html>.

However, a quick check showed that the International Tsunami Information 
Center did not have a link for Australia in the list of warning systems 
<http://www.prh.noaa.gov/itic/more_about/warning_systems.html>. I have sent 
them the link for Emergency Management Australia.
