I wonder which of the measures that have been implemented would have any
real effect. 

But one thing that I have noticed recently is that so much of the spam is
dated one or more days ahead of the actual date that it was sent.  I'm
guessing that this is an attempt to have it stand out, ie to be displayed at
the bottom (or top) of the Inbox.
