What "technical advice"?

I think the whole thing silly. Its obviously aimed at "users" who know
that they use a "server" or "proxy" to connect to the Internet. I'd be
pretty sure the "user" did not setup the network or servers. It's crazy
advising a "user" to fiddle with the company "server".

There is no advice given whatsoever. There is a bogusly named link labeled
"System-specific Instructions for Securing Your Server" (with a big
warning that "The FTC does not necessarily endorse the views expressed on
this Web site or guarantee the accuracy or completeness of information on
it.")  I tried to find out how I could "secure" my sendmail server running
on FreeBSD-4.9. Nothing.

And since when has the FTC become an authority on computer security?

Again, I don't think these two agencies are all that involved with
computer security.
