no, the first URL has these components:

    scheme:     http
    username:   federalpolice.com
    password:   article872
    host:       1075686747

that's a funny looking hostname/number. On windows (IIRC) it gets
interpreted as a number which is a function of the four quads of the IP
address.

Nothing too nonsense about the IP address, they've just stuck extra leading
zeros in, which get ignored.
