I think this is starting to look like a Link topic again: requirements not 
only for a bank account, but an electronic deposit strategy for 
banking.  I've had contracts where I've been required to have a direct 
deposit because the client didn't issue cheques at all.  So it's not just 
employees who get to play this game, but also us 'piece workers'. ;-)

Digital by stealth is a common direction of many government services.  It's 
important to always point out that not everyone can afford a computer 
connection, can get to a library, or have access to adequate phone service.
