Re: Specialise
Answer: probably
Outsourcing relies on standardised knowledge, approaches and methodologies. 
The more niche you are the less ability that your knowledge can be standardised 
(by definition).  

Re: example given
Answer: Not clear.
The underlying assumption appears to be that the relevant depth of knowledge can 
only be acquired and maintained by someone who is local.  I don't see any reason 
why this must necessarily be true.
