I saw the BBC report on tv last night about this, I think on 7:30 report
[naughty, ABC!] The figure was something like 37 in the first year to >500
in 2002, and that's where they got the 1500% from. Considering that the
first year of any law is going to start slow due to the time it takes to
start anything and do prosecutions, the better figure would be leave out
the first or second year and show any 'growth' patterns from say
1990-2002. I wonder what that data would show? Probably a pretty smooth
average across the period, with maybe some early spikes when resources were
high.

Of course. If you go looking for something and apply resources to it there
will be increases. It's called selective implementation....or
prioritisation. Big surprise!!!
