Telstra must have a few unused A classes up its sleeve. My ADSL provider Netspace
now has a fixed IP plan that is *cheaper* than my current plan, so prices are
dropping elsewhere. I can't be bothered looking it up but I have seen someone
else offering fixed IPs as standard.

Unless you are running a web/ftp server from home or have a regular need to access
it remotely, I think it is a liability for an active user e.g. getting attacked,
getting banned for using some resource too much, etc.
