yes, i have come across this problem using PostNuke, a popular open
source CMS, and they do have a short URL mechanism because people want
it for citing reasons.

site developers who use CMS packages have to be very careful to "keep it
simple" in every sense, and i would tend to blame an inexperienced and
naive development team, rather than any particular package, if the
results are tragic.

i note that in a brief informal survey of CMS packages, i found that
this was a very open market, as shown by the fact that all the packages
i tested had similar TCOs and it was more a choice of which type of CMS
model was appropriate for the task.
