[LINK] radio network?

I see to remember reading or hearing about a (new?) radio-based service that would offer 144Kbps to "rural areas".

Can anyone point to more info? I'd be quite interested in it if it exists, as I'm in a mobile reception hole with only pair gain analogue access.
