..is as close as I could get. They also offer editorial guidelines and
other 'rules' about the 'use' of RSS, but it is not clear if they are
referring to content generation, or simply taking the feed.

The ABC site states:

"Headlines
The headlines for each category are made available as file in an .rss
format. You will need a publishing application or a script that can
collect the .rss files and process them for your publishing format.

The .rss files can be obtained from an ABC server"

..but they fail to identify the RSS URLs.  Does anyone know if this
is
a "pay to read" service, or does anyone know the URLS.
