So did I initially, but having read the Telstra Chairman's statement on
Capital Management (lodged with the ASX)

.pdf>, I've concluded that there enough ambiguity in this statement (see
extract below) to enable Telstra to do almost anything. Perhaps, there's
another statement that clarifies this matter.
