So did I initially, but having read the Telstra Chairman's statement on
Capital Management (lodged with the ASX)

.pdf>, I've concluded that there enough ambiguity in this statement (see
extract below) to enable Telstra to do almost anything.  Perhaps, there's
another statement that clarifies this matter.

should continue to be on Telstra's existing Australian, New Zealand and
Asian operations and upon global services to our multinational customers."
