Actually, that may not be far off.  There is a huge program to replace the 
Anti-Money Laundering Act that is in progress at the moment.   Details are 
at www.ag.gov.au/aml  .  It has been said to me that they are looking at 
capturing more data about real estate transactions and other activities 
that involve smaller amounts of money under the auspices of countering 
funding for terrorist organisations.  BTW, this is in Australia, not in the US.

The comment period ends in two weeks and so far they are only consulting 
with the industry and completely ignored community/consumer/privacy 
organisations.  Fortunately one of the privacy advocates got wind of it and 
attended a meeting in Sydney last week. There is another one in Melbourne 
today.
