NOIE is being split into AGIMO for internal administrative IT issues and
Office for the Information Economy (OIE) for outside government. So it
would make sense to move AGIMO to the Prime Minister's portfolio from the
Communications Minister. DCITA has little role in coordinating what other
agencies do, whereas that is all PM&C does.
The other place to put AGIMO is in the Finance Department which is where
NOIE's predecessor, the Office for Government Online (OGO), came from. No
doubt someone will delve further into the past when the IT policy function
was somewhere else.
ps: Someone could do a PHD charting the life of IT policy components of
government by tracking the changes from OGIT to OGO to NOIE, as recorded in
the Internet Archive <http://web.archive.org/>.
