The University of Melbourne is trialing UWA's iLecture system - its quite good, and is automatic (captures lectures, puts them online automatically) the lecturer only need (a) ensure the microphone is on and (b) upload ppts if they are used (I've had troubles with the PPT myself, but thats minor).

Have a look if you want: http://harangue.lecture.unimelb.edu.au/ilectures/ilectures.lasso?skip=20&ut=553&date=no&cnt=5&prl=yes&srt=descending&usr=not-indicated&name=not-indicated

I manually recorded, MP3'd, and uploaded last year, and this is far, far better.

I think the impact is two fold, (a) it won't make you a good lecturer if you're not a good one, clearly; and (b) there's a perverse incentive problem when only some lectures are online - if my students have a clash, they go to the other (not online) and remotely access mine - getting the lesser expererience.
