It should not be hard to create an aproximate list of publications from the 
government web pages. Panoptic is already being used to index the pages. 
This search looks for documents with words in the usual print copyright 
notice (isbn, commonwealth and "Copyright Act":

It would help if the government agencies put extra metadata in their 
publications. The techniques being developed by the National Library and 
academic libraries for cataloging electronic academic publications could 
then be used to collect a better list
