Couldn't agree more: the site is very badly done (some text appears 
partly under graphics, web implementation denies the existence and 
importance of universal interoperability, silly javascript, 
platform-and-browser-specific applets, dubious use of cookies, etc).

Has anyone contacted the people responsible for the site and asked them 
to consider making changes/improvements?

were randomly assigned, but never mind) of people possibly worth 
contacting, whilst the source code on many pages also suggests that 
there is someone responsible for content:

I would have thought that their collective brief would be to be sure 
that the widest possible audience could access this information.

Anyone wanting to dig a hole in the ground should be using Windows, 
obviously...

Or put it another way: Macintosh and Linux users should stay indoors, 
or not use the internet. Would make life simpler for everyone...
