If you look at the famous ANAO Audit Report No.9 2000–2001, Performance
Audit there is a page that has the following:

<quote>
AUDITING FOR AUSTRALIA
The Auditor-General is head of the Australian National Audit Office. The
ANAO assists the Auditor-General to carry out his duties under the
Auditor- General Act 1997 to undertake performance audits and financial
statement audits of Commonwealth public sector bodies and to provide
independent reports and advice for the Parliament, the Government and
the community. The aim is to improve Commonwealth public sector
administration and accountability. Auditor-General reports are available
from Government Info Shops. Recent titles are shown at the back of this
report.

The people and the organisation that produced the ANAO report are
referenced and credited. You also know who to criticise and you might
have some feel for the credentials of those who produced it.

The lack of any sort of ownership surprises me. There is no background
information on AGIMO, no mention of the group within AGIMO that probably
worked long and hard to produce it, no mention of any author or external
organisations that contributed - just a dry, uninspiring forward by a
politician.

I'll leave it up to others, more qualified than me, to comment on the
content, but it all seems rather strange to me.
