The "sender pays" stuff is about putting a computational burden on
each sender of a message in order to restrict the rate at which
messages can be sent. The recipient can determine quickly how much
CPU was invested in the message and use that to decide if it might
be spam. So the zombies become a distributed computing problem,
but less effective for all that...
There's no easy way to actually charge money for email delivery as
distinct from other internet services.
