Perhaps the new standard on Corporate Governance of ICT will provide a 
framework for reasonable review.

True price/cost is not everything... the questions relate to what the 
return was on investment - was the risks associated with the project 
appropriately monitored...

For those interested AS8015 Corporate Governance of ICT - which by the 
way makes very little reference to the technology is available from 
Standards Australia, at a very reasonable price.
