[LINK] Fwd: AIC: Identity Crime and Phishing

I saw this document the other day and it is interesting to note that, 
although it is published under an Australian Government banner by an 
Australian government agency, it still carries the disclaimer "This 
research paper does not necessarily reflect the policy position of the 
Australian Government".

So, under what authority is it actually being published; it seems 
strange to my simple mind.
