I'm not sure you understand how the Redhat EL works.  I haven't paid for any
Redhat software license as such.  The license fee I pay each year on the two
RHEL systems I run is for the maintenance of the systems, the notifications
there are software updates available and the ability to download and install
them easily.  Redhat hasn't charged me for any software aside from the media I
required to initially install the OS.  In effect I'm only paying for value
added services, not the OS or any combination of GPL'd or commercial software.

It isn't a matter of getting some code and altering it and then being able to
distribute it at a lower cost, the additional services Redhat provides are the
key and it would be a non-trival effort required to duplicate those.
