I don't quite see that happening. 

The ACS has the higher membership count and perhaps more players with
long-term history in the arena. The AIIA has been trying to change how
it's perceived by industry, by being 'more indigenous' and more adaptable
to smaller members. Both could possibly improve and gain considerable
clout by merging.
