Not sure how earthquakes  affect lakes - but based on experience of a
small quake in perth, they have quite a dramatic effect on swimming pools.

But I guess canberrans are now looking at bushfire warnings.

I would have thought there is/should be a clause in the 
telecommunications act - that would allow the broadcast of relevant 
warnings to all mobile phones.
