The reason LMDS went AWOL is that IIRC the spectrum was bought almost 
entirely by AAPT, who then found it difficult to make money out of the 
purchase. Memory may be flawed however ... I think Optus also owns some 
but uses it mostly internally.

If the electronics has become cheaper then perhaps AAPT is offering a 
service to its retail ISPs?
