Presumeably the 2008 deadline and allocation of excess spectrum was in 
lieu of compensation.

There will also be a revenue hole that would  need to be filled. If the 
telecommunications licenses became more lucrative, there would be an 
incentive [for the government] to reassign the spectrum. Until then, the 
do nothing option seems appropriate.
