They are and it is.

Tsunami effect large areas and the predictions are not very precise, so
phone cells are sufficiently small for a warning.
In the case of other emergencies, the phone can be used to alert the public
to check other sources for details. As an example the Canberra Bushfire
emergency covered the whole ACT. Residents were told to go home and listen
to the radio for details.
