[LINK] M-commerce has more consumer protection?

The ACA have an "Industry guide to m-commerce" 
<http://internet.aca.gov.au/acainterwr/lib296/mr0705_m-commerce_guide.rtf> 
which details industry obligations and consumer protection when using a 
mobile phone for commercial transactions ("m-commerce").

My impression is that phones are more regulated than the Internet, so has 
m-commerce more consumer protection than e-commerce? If you use i-mode or 
WAP on your phone, do you have different rights than doing the same 
transaction via the web on a PC? If there is no difference, why the need 
for separate advice on m-commerce?

ps: I am not sure when ACA released the document as I couldn't find a date 
on it (nor a copyright notice), nor why they released it in RTF rather than 
HTML.
