But an ISP has some extra options here. They could cut off user
access and redirect all attempts at web access to a page with
information about how the user machine is compromised and how
to fix it. I'm guessing that would get most people's attention.
(Though of course the user may need web access to fix the problem,
so my suggestion is obviously too drastic.)
