The problem is that if a district is provisioned with cable then the 
exchange usually doesn't get DSL enabled.  I tried to provide a DSL 
service to a client in Melbourne, but because the street had both Foxtel 
and Optus cable, the exchange had no DSL provision, so we had to do 
broadband over cable.
