i always take it as a phrase meaning "a really convenient way for
any government to avoid their due diligence, public records, and FOI
obligations".

wanna do something evil/shady/shifty/dishonest/unpopular/whatever but
keep it a secret? easy, just outsource it and say that it's "commercial
in confidence". just keep repeating that phrase whenever anyone asks you
about it - works even in parliament.
