[LINK] Turnbull's true colours

Like all simple ideas, the devil is in the detail.

The original posting from Paul McGowan said "...Malcolm Turnbull's bright new
idea of providing every Australian with a permanent, official email address"

Does he really mean "every" Australian? Even those aged less than 18 Years?
Even those overseas?

And what are the rules for reading someone else's email? Say a parent,
guardian, spouse or carer?
