An interesting remark. If we were near comparable countries in take-up but
lagging in "download per person" would this indicate:
- lower utility to the user
- expensive downloads
- different pricing structures
- something else?

Or to put it another way: what's the "objective" value of a comparative 
measure?
If Australians were "efficient" users of the Internet, is that a bad thing?

The Australian Bureau of Stats' "Household Internet in Australia" 
recently gave
a downloads-per-person number ... I think it's in the 8153 series research but
may be wrong ...
