Indeed!  We do this everywhere else, so why not in IT?  I couldn't
personally check the engineering specs of every bridge I drive over,
even if I had the skills to do it.

And I'm a Linux system administrator, but even there I depend on
experts.  I have only the vaguest understanding of the internals
of the Linux kernel -- and on top of the kernel developers, I'm
dependent on thousands more people to maintain and secure all the
applications I run.

There are certain areas where people have to provide their own
security -- most notably "social engineering" attacks and scams.
But there's nothing peculiar to IT there.
