[LINK] Online metadata tool?

Any suggestions for a simple online metadata tool? One which creates 
both DC and AGLS in HTML and RDF formats would be good.

I am teaching metadata to about a hundred students at ANU 
<http://tomw.net.au/technology/it/ecommerce/>.

As in past years, in lab we get them to create some metadata in 
Dublin Core and AGLS format. But DSTC's Reg and Reggie tools seem to 
no longer be available <http://www.metadata.net/dstc/>.
