no, not owner. responsible driver. call vicroads or the RTA or whoever
and ask them yourself - they will tell you in no uncertain terms that
car registration has absolutely nothing to do with title/ownership, it
is solely about identifying who is responsible for the car.

i found this out myself recently when helping a friend sort out
ownership of the car after a relationship breakup (they both owned it,
but it can only be registered in one name).
