yes, well...Howard's method of dealing with every scandal is to claim "i
didn't know", "i wasn't informed", "nobody told me". it's the primary
responsibility-avoidance tool of his entire cabinet.

and the amazing thing is, that it keeps on working for him. no matter
how many times he uses it, no matter how incompetent and negligent it
makes him seem.
