Yes but we have laws like that already.

There was no LAW saying I could not put a shipping container on my front 
yard, even though I had verbal approval.

There was no law saying I could either.

And the result was a police raid, 21 days in a mental hospital, criminal 
charges, 12 months in court and the whole lot dismissed because there was 
no basis.

So we as a people need to be careful.
