It's clear to me that if seasoned systems administrators are having trouble
then this time zone change is going to cause far more problems that we might
have thought. I reckon it'd be better if proponents of open source software
came out of this looking like the people who've made the transition
successfully, not squabbling teenagers.
Howard, I think I have the solution for you -- which you may want to forward
to the other lists...
On Fedora Core (and I'm guessing other Red Hat-like distributions too) it
appears that /etc/localtime is NOT a symbolic link but a file copied from
the /usr/share/zoneinfo directory tree during the configuration process.
Downloading the latest tzdata file and running zic will update the zoneinfo
tree but not /etc/localtime.
So, in the case of my Sydney-based FC4 machines, the following worked...
cd <some temp directory>
tar tzvf tzdata2006b.tar.gz
cp /usr/share/zoneinfo/Australia/Sydney /etc/localtime
