Too right Vic,

These lower-class people should doff their caps and tug the forelock
when their betters walk by instead of trying to take them down a peg.
That would surely promote true harmony between all ranks and stations...

But perhaps Rick's point was that the average person doesn't actually
earn anything like the so-called average income. The growth in average
incomes so loudly trumpeted by John Howard is not matched by equivalent
growth in the median income. Ie, Australia's wealth distribution is
becoming less egalitarian, while Howard and co claim that everything
is rosy thanks to him.
