The smart card privacy task force seems to be having problems working
out how to handle submissions. They put the up just the URL of my web
page, rather than the ten page word processing version I sent them

Yes. I have suggested the task force consult the Health Department's
staff, as they seem to be able to do an okay job of web publishing.
Apart from web accessibility guidelines, there are penalties in the
Archives Act for not correctly handling mail messages and electronic
