One other thing that needs to be said in debates such as this one about
a national ID card: If the problem involves few individuals, then the
solution should focus on those few.

Implementing a nationwide ID card is not an appropriate solution to, for
example, the problem of a few people going missing each year.Not when
millions are adversely affected.

Any system that will directly affect a great many people should have
major direct benefits *for those people*, not just for third parties.

The Government, in the case of the national ID card (sorry, the "Access
Card"), is a third party - it benefits (allegedly) by saving money, but
that is a very indirect benefit for the millions affected the card.
