which, incidentally, is completely voluntary and consensual. and under
the control of the patient (e.g. simply by not wearing the bracelet or
removing the card from your wallet)

unlike the mandatory database being planned.

which is, IMO, the root cause of the objections - there is no opt-in or
opt-out, and patients have no control over which particular health-care
workers are allowed access to some or all of their records.
